Hampshire Development Forum brings together experienced figures from across local government, development and the built environment.
Its programme is shaped around the priorities of members, ensuring the Forum remains focused on the issues affecting growth, investment and delivery across Hampshire and the Solent.
Seán Woodward
Chairman
Seán Woodward led Fareham Borough Council for 25 years and also served on Hampshire County Council. His senior roles included responsibility for the economy, transport, environment, recreation and heritage. He played a leading role in major projects including Solent Airport at Daedalus, Fareham town-centre regeneration, Fareham Live, Stubbington Bypass and Welborne Garden Community. He also chaired the Partnership for South Hampshire for 20 years, bringing together authorities across the Solent.
Cllr Keith Dibble
Vice Chair
Keith Dibble is Cabinet Member for Housing and Planning at Rushmoor Borough Council and has represented North Town in Aldershot since 1984. Before retiring in 2022, he was Head of Real Estate for Western Europe and the Mediterranean at Ericsson.

Communications Lead
Julian Seymour has more than 15 years’ experience supporting clients with land allocations, planning applications and strategic communications across England. As CEO of Cratus Group, he brings a strong belief that well-planned development can create benefits for communities, local authorities and the economy.
